Signing of a Memorandum of Understanding between Morocco and The Gambia to bolster public finance oversight

On July 14, 2025, the First President of the Court of Accounts Ms. Zineb El Adaoui signed a Memorandum of Understanding (MoU) with her counterpart Mr. Modou Ceesay, General Auditor of the Republic of The Gambia with the aim of broadening the scope of the partnership between the two institutions.

This MoU establishes an effective framework for cooperation between the two institutions. It aims to reinforce professional capacity building and enhance audit methods, thereby contributing to stronger accountability, greater transparency and integrity regarding the management of public funds in both countries. It also entails sharing expertise, organizing joint activities, and exchanging relevant information and materials, such as professional standards, guidelines, and best practices.

In her speech, the First President shed light on the solid ties of brotherhood and friendship between the Kingdom of Morocco and the Republic of Gambia under the enlightened leadership of His Majesty King Mohammed VI, may God assist Him, and His Excellency the President of the Republic of The Gambia. She also underscored that the diversity of audit approaches adopted by the two institutions is a valuable asset that enriches this cooperation and multiplies its opportunities.

The First President said that this partnership will serve as a practical framework for laying the groundwork for a collaborative, innovative, and responsive cooperation, one that is tailored to tackling future requirements and challenges, notably supporting major reform efforts, improving public services, and promoting a sustainable economic climate with a tangible impact on the lives of African citizens.

Mr. Modou Ceesay, Auditor General of the Republic of The Gambia, expressed his aspiration to set up an effective framework of cooperation between the two institutions, facilitating the exchange of expertise and mutual gains in capacity building and the development of validated audit mechanisms and approaches, alongside the adoption of digital solutions to upgrade audit systems and methods.

The signing of this memorandum took place on the sidelines of the 62nd meeting of the Governing Board of the African Organization of Supreme Audit Institutions (AFROSAI), hosted by the Court of Accounts, held on July 9 and 10, 2025, in the presence of the presidents and delegates of 22 Supreme Audit Institutions from African countries.
